Is It You or Is It Me

My coworker and I have been having a friendly debate about a situation that has arisen about her and another co-worker.  There's a guy who works in our building, let's call him Paul*.  We'll call her Wendy*.  So Paul and Wendy are really cool.  They've both been working with the company for over 10 years, so they know each other pretty well.  Both are married. 

So Wendy and Paul chit chat every once in a while.  They go to lunch every once in a while.  Lately Pauls been calling a lot more (he works on another floor) and wanting a lot more attention.  Wendy could tell that he wanted to take the situation further, however, she's not interested.   So the day finally came where he made his move.  I'm not sure exactly what he said, but he let her know that he's interested in taking their relationship to a physical level.  He didn't touch her, just told her.  She kindly let him know that it aint gonna happen. 

So here's the debate.  She said that she's offended that he even came on to her.  Her thought was "What makes him think that i'm that type of person.  I'm offended that he thinks that I'm like that."  My argument was that it had nothing to do with what type of person she was.  He was attracted to her, so he made his move.  Those that don't ask, don't receive.  She still feels like his coming on to her meant that he thought that she was a cheater or easy or something.  I'm thinking that he figures that their connection is so strong that maybe she wouldn't step out with anyone else but him.  She could've been a nun.  If he wanted it bad enough, he would've found some opportunity to try to pull her in a supply closet or something. 

What do you think?  Are his advances a reflection of her or would he have come on to anyone?
