Okay, you are willing to repeal the ACA plan,once again to do this ! Creating jobs is something the American people want. But, not at the expense of creating even more health hazards than necessary.

The products to be shipped include synthetic crude oil (syncrude) and diluted bitumen (dilbit) from the Western Canadian Sedimentary Basin in Alberta, Canada, and Bakken synthetic crude oil and light crude oil produced from the Williston Basin (Bakken) region in Montana and North Dakota. Two phases of the project are in operation, a third, from Oklahoma to the Texas Gulf coast, is under construction and the fourth is awaiting U.S. government approval as of September 2013. Upon completion, the Keystone Pipeline System would consist of the completed 2,151-mile (3,462 km) Keystone Pipeline (Phases I and II) and the proposed 1,661-mile (2,673 km) Keystone Gulf Coast Expansion Project (Phases III and IV) . The controversial fourth phase, the Keystone XL Pipeline Project, would begin at the oil distribution hub in Hardisty, Alberta and extend 1,179 miles (1,897 km), to Steele City, Nebraska.
In its Supplemental Environmental Impact Statement (SEIS) released for public scrutiny in March 2013, the United States Department of State Bureau of Oceans and International Environmental and Scientific Affairs, described a number of changes to the original proposals including the shortening of the pipeline to 875 miles (1,408 km); its avoidance of "crossing the NDEQ-identified Sand Hills Region" and "reduction of the length of pipeline crossing the Northern High Plains Aquifer system, which includes the Ogallala formation"; and stated "there would be no significant impacts to most resources along the proposed Project route." In response to the Department of State's report which recommended neither acceptance nor rejection, the editor of the New York Times recommended that President Obama, who acknowledges climate change as one of humanity's "most challenging issues", should reject the project which "even by the State Department’s most cautious calculations — can only add to the problem."
Environmental organizations such as the Natural Resources Defense Council (NRDC) also oppose the project due to its transportation of oil from oil sands. In its March 2010 report, the NRDC stated that "the Keystone XL Pipeline undermines the U.S. commitment to a clean energy economy," instead "delivering dirty fuel at high costs". On June 23, 2010, 50 Democrats in Congress in their letter to Secretary of State Hillary Clinton warned that "building this pipeline has the potential to undermine America's clean energy future and international leadership on climate change."
The Danger and Risk associated with Drilling and Installation.
The risk, presented with crude oil and spills during operation is great. Yes, it would create jobs for many Americans, however, the United States, is still fixed on the production and consumption of petroleum resources. Do you not know, that natural gas and other carbon based fuels elements is still causing damage to the environment ?
The volume and flow rate of crude oil, during operations by human error or natural causes can potenitally create many of dangers.

So, environmental , populated areas, public drinking water, and ecological affects are present no matter what safeguards and regulations are in place.
Can you trust, the monitoring and measuring systems that you are so determined to put in place ?
No one is capable of 100% accuracy when it comes to:
Raw Material construction: pipes, steel flaws and defective wields.
The Trust of Third Party Contractors with excavation acitivites.
Incorrect pipeline operations: landslides, floods and other natural occurences.
Pipeline specifications that will exceed Federal regulations.
External and Internal coating of pipes that will prevent corrosion.
Using soil to cover the pipeline, in certain areas that buries the pipes.
Even, with pipeline tesing mechanisms, there is no possible way to determine that a major inspection process will elivate human error and through the proccess of excavation and drilling the loss of wall thickness.
Let's steer away from the old ways of doing things and use funds to create new innovative solutions for the business sectors of America. Repealling Obama care is a mistake, when you are willing to create even more health harzards for those, of the middle class American that will be doing the work.
I'm not saying, to eliminate Petroleum I worked, for one of the major companies in America. What, I am saying, is that there is other “Alternatives” that will benefit us in the long-term which will create more profits and gains for Americans to get jobs.
