It seems that the Good Samaritan that called 911 to report a drunken Heather Locklear was actually a paparazzi who then took photographs of the star after making the fateful call. We've got the tape in question!

Questions have arisen as to the circumstances resulting in this shotOn the 911 call, the caller clearly states her name as Jill. Jill is in fact, Jill Ishkanian, a photographer with ties to TMZ. Her rep, doesn’t everyone have one in Hollywood, says that Ishkanian was motivated by her “civic duty.”

In what has been a surprising turn, the photographer is now defending her right to take photographs of the Locklear arrest that she called to police. Isn’t there an ethical line someone about being in the news and reporting it?

Her spokesperson then went to say that the Locklear’s arrest photos were sold to TMZ for $27,000 through a third party. Why a third party you ask...because Ishkanian is in a bit of hot water in Hollywood for filing a $55 million lawsuit against her former employer, Us Magazine.

Locklear was pulled over after a 911 caller phoned police to say that she witnessed someone at the market who was visibly drunk. She told police that she was worried for the person’s safety, called 911 and followed them onto the roadways.

The Melrose Place actress recently checked out of an Arizona rehab clinic for various ailments and is currently not making any comments on her arrest.
